If you are a melee build things are going to be a little tougher and more laborious. If you do take a hit, just run into one of the corners between his attacks and chow down on some healing grass. The Adjudicator will lash out with his large cleaver or try to whip you with his tongue, but as long as you don't stand still for too long these are easy to avoid.
Target the bird and begin firing off attacks, making sure to weave back and forth in between. If you are using arrows or magic, descend to the second floor and you will be just above the Adjudicator, nearly eye to eye with the bird on his head (his weak spot). Adjudicator's boss room contains three floors, and when you enter you will be on the third and it will be on the first.
